You mentioned civic leader in you post. I think this actually provides some cudos for participating - by definition participants are recognised as 'leaders'. If the name is not up for a change, then I'd support briggsy. Whilst civicsurf might not be the most appropriate for your audience it's more likely to extend your reach.
